Opposition to Illegal Car Tax Increase Resolution of the Davis Recall Committee SacramentoSubmitted by Chairman Ted Costa Whereas, the automobile is recognized as a necessity of life for most Californians, and Whereas, in 1991 the Democrat controlled California Legislature imposed the largest state tax increase in history totaling over $7 BILLION, including a substantial increase in the vehicle license fee, and Whereas, these same politicians promised that the huge tax increases would only be temporary to get the state through some “tough times” and Whereas, the Democrat controlled legislature finally provided some relief from this regressive tax in 1999 and 2000, and Whereas, California's poor and middle-income families have no choice but to sit down every year and write out a sizeable check to the DMV for this unfair tax on a necessity of life, and Whereas, none of the money collected from the vehicle license fee is used for the state highways, but is, in fact, diverted to other government spending programs, and Whereas, in 2002 and 2003 Legislative Democrats attempted to triple the car tax to provide more money for them to spend but were blocked by united Republican opposition, and Whereas, Governor Davis on June 20, 2003 simply acted illegally to triple the car tax by a simple administrative act by his Director of Finance, and Whereas, the California Constitution as a result of Proposition 13 requires a 2/3rds vote of the legislature for passing tax increases, be it therefore Resolved by the members of the Davis Recall Committee, meeting in convention at Sacramento California on June 26th of 2003, that the Davis Recall Committee will make no endorsements for candidates, who choose to run in the recall election, and be it, further Resolved that the members denounce this illegal action by Governor Davis, which has resulted in the largest state tax increase in the history of our country, and be it finally Resolved that the members hereby instruct the recall committee to actively oppose ANY candidate running who refuses to pledge an immediate repeal of this action should they be elected Governor, upon a successful recall of Governor Gray Davis.
